My first guess is that it is an airplane in a landing pastern. The other two lights to the right of the volcano are moving as well and would give credence to the idea of aircraft moving in patterns above the airport.

It surprises me that aircraft would be allowed to fly that close to an active volcano. I would think the soot alone would gum up the engines.

This would not be a standard approach route, but there is a VOR on the volcano for the "Melvil" route from Mexico City to Cuautla airport, according to the Jepsen aero charts for MMMX, Mexico City International (Charts 10-3 and 10-3A). Minimum flight altitude is listed as FL230, 23,000 feet. When active it would indeed be stupid to fly anywhere close to it. I suppose they have watchers on it to note for pilots when it is safe and when it is stupid.

According to this article in Wired, the volcano erupted on May 15 and watchers have been waiting for an even bigger eruption.

I'm wondering if they are using unmanned drones to keep an eye on active volcanoes.

Frequent helicopter flights over the crater and around the volcano, allow observations of its interior and any abnormal feature related to its activity. (So it COULD be a drone). Photographic records are kept of each flight. Periodic high resolution aerial photographs are also taken.

In addition to continuous tilt monitoring, frequent geodetic measurements are also made with conventional laser EDM’s and two GPS receiving stations.

Volcanic gases, in particular sulfur dioxide is routinely measured with a COSPEC instrument. Two to three ground-based measurements of the gas volume emitted by the volcano are made each week. Special airborne measurements are done when aircrafts are available.

Ash particles and other volcanic materials are chemically and petrologically analyzed in special laboratories at UNAM.

June 19, 2013 - MEXICO'S POPOCATEPETL ERUPTS
Inhabitants of villages up to 25 kilometers from Popocatepetl (colloquially known as ‘Don Popo’) in Mexico rushed out of their houses when the massive explosion reverberated through their homes. Esther Matinez, resident of Amecameca municipality, told Mexican publication La Jornada that the blast was like a rocket explosion. Around 4.5 million people live within a 50-kilometer radius of the active volcano, 650,000 of whom are considered to be at high risk. According to authorities in the state of Puebla, where the second-tallest volcano in Mexico is located, the incandescent fragments released in the blast fell as far as 2 kilometers from the crater. Director of Puebla’s Civil Protection department Jesus Morales said that burning rocks sparked small fires around the volcano.

COMMENT.....Now, this is a very clear reason not to put a VOR station upon this volcano, a plane flying above it when it erupts might just down the plane.
