I checked out those links and the background of Dennis makes him a perfectly fitted character for writing such a document and presenting it. I can't find the source of it on the NASA website. I might email the stopthecrime website to ask them where they got it from. It almost seems like it was made to seem 'accidentally leaked to the public'. Well it's out there now for whatever reason. Real or not, I think is a bit beside the point of the fact that the military is putting huge amounts of energy, research, funding towards advanced warfare technologies as a threat to humans on the planet (for defensive purposes of course). That fact in itself shows something is seriously wrong.

I think TPTB release their conspiratorial plans in inconspicuous ways mainly for 2 reasons:

1-To acclimatize us to the new reality they'd like to create for us gradually. This reduces a surprised shock-reaction where people might get a little angry or wake up out of the propaganda they've been fed. Like the Pied Piper leading the rats in the rat race in a sleepy trance.

2-Their occult or religious beliefs state that their negative karma from designing and creating such demonic worldly abominations is greatly lessened. Because they gave us a so-called 'fair-warning' as cheap and lowly as that is.

First one has to remember the secret history of NASA, being organized as, or more likely, from, a department of the U.S. Navy. In my readings on the history of UFO I learned that the U.S. Navy being the only service with permanent status under the United States Constitution, has first dibbies in the United states Department of Defense on any new system that is put in place within the DOD. The Navy takes the cream of those developments, and what is not a natural fit goes to the other services. So Mr. NASA here, Bushnell, came into being the chief scientist from a position in the U.S. Navy. Note that another of his landmark earlier presentations is for the U.S. Navy. As a research area the Navy would have first dibbs on any overall look at where warfare would be heading. So whether as a consulting basis, or from the darker shadows of what NASA consists of, Bushnell is indeed one who makes a lot of sense to make this presentation. What is surprising is that it made it out into the light of day. I would suspect that somehow accidentally came out within releases from his climate studies and presentations.

It's interesting you mention the high status of the Navy linked to NASA. NASA has ties to Nazi's which links to Nordic Aliens, the evil ones. But I recently watched a video of Melinda Leslie with James Rink and she emphasized that a lot of the MILAB's wear Navy uniforms.
