Objects Flying Over Japan

I can't tell if this is image blur of a common object or something else. Granted this is RT, so I don't know if we should toss it out due to their reputation. While over Osaka Port, they don't move like birds, and not really like balloons, yet I can't identify anything. Could this be laid in over a video as a hoax ?
Images like this have been filmed over Mexico for example.

The Youtube channels operated by Streetcap1 are generally considered CGI fakes.
So the chances of this being genuine are rather small.

(He had several on Disclose TV in the past but deleted them all after they were exposed as hoaxes).

I was going to say it looks like CGI in a blurry video (Garuda beat me to it)... but without the original video to analyze (which is in A11 area of expertise), I too can only express my opinion.
