Here's a new full length documentary exploring the claims of Phil Schneider. From the video's description:

"Phil Schneider died in 1996. Previous to his death he had been on tour across the United States speaking out about various subjects including his involvement with building a secret underground base in Dulce, New Mexico for the military. During this time, he said to have had an encounter with a violent E.T race in the late 1970's which would change his whole world reality immediately after. This documentary explores some of the information Phil Schneider spoke about to the public in the 1990's by examining each claim in detail with expert opinions from Richard Dolan, Richard Sauder, Neil Gould and Cynthia Drayer (Phil's Ex-Wife).

In this documentary you will find never before published photo's of Phil's Autopsy, documents about the Philadelphia Experiment from Oscar Schneider's files (Phil's father) and a very well explained background about Underground Bases."

Thanks, Lee. This is one of the cases that has interest from people who know more than they say publicly. Like some similar stories, the real question is what percentage is true. I like the Phil Schneider story because of who else is interested in it.

Basic Information
The Dulce base is believed to be a sprawling underground complex located beneath Archuleta Mesa on the Jicarilla Apache Reservation near Dulce, New Mexico. For decades, this region of the country has seen an above-average share of UFO sightings, seismic anomalies, and reports of cattle mutilation. The UFO community alleges that in 1969, the federal government began construction of the multilevel complex in collaboration with the alien species known as "Greys". In exchange for access to alien technology and knowledge, the Greys have been allowed to harvest livestock and people for experimentation. These experiments, carried out on-site, include the creation of hybrid alien-terrestrial life.

Dulce is rumored to contain at least seven levels that extend up to two miles below the surface. According to reports, the bottom three are staffed by as many as 18,000 Greys, as well as members of other species such as Reptoids. Human employees staff the top four floors, including conduction experiments on psychic abilities. Tunnels for high-speed shuttle trains connect Dulce to other similar sites across the western U.S, and there are landing facilities for aircraft using UFO technology. Security is tighter than in any other federal site, and incorporates advanced weapons ("flash" guns emitting some sort of radiation) and biometric doors.

In 1979, a man alleging himself as a Dulce employee decided to go public. The evidence he provided, in the form of security tapes, personal photographs, and administrative forms, has been distilled into a collection of materials called the "Dulce Papers". Many versions of these documents exist, to the point that it is probably impossible to identify any original material.

7+ Levels Deep
From Wikipedia:

Level 1 - is home to general maintenance
Level 2 - garage for trains, shuttles, tunnel-boring machines and disc maintenance
Level 3 - is known as the "weighing" level, you will be stripped naked, weighed, and all information will be stored on the computer system and I.D cards, a change in over three pounds requires a physical exam and X-ray.
Level 4 - contains human research in 'paranormal' areas including hypnosis, mind control, mental telepathy, remote viewing, and astral traveling.
Apparently, with the technology here they can manipulate the 'Bioplasmic Body' Development of a laser weapon that can remotely cause burns and discomfort on it's target. They can lower heartbeats with Deep Sleep 'Delta Waves,' induce a static shock, then reprogram, Via a Brain- Computer link.
Level 5 - Is home to apparent alien housing .
".The room is circular for the (electro- magnetic) generator is nearly 200 feet diameter and covers the fifth and sixth levels (extreme west south wing). There (are) five entrances (plus an escape trap door on the sixth floor) on each floor. The security is severe. Armed guards patrol 24/7, and in addition to weight sensitive areas there are hand print and eye print stations. Here, is the device that powers the transfer of atoms.
Level 6 - Level 6 is known as 'Nightmare Hall'. It holds the genetic labs. Experiments are done on various animals that vastly altered from their original forms. There are multi- armed and multi-legged humans and several cages (and vats) of humanoid bat-like creatures up to 7- feet tall. Apparently Aliens have taught the humans a lot about genetics, both useful and dangerous.
Level 7 - Humans in cages here, usually drugged or dazed, sometimes crying out for help.
Allegedly there is row after row of 1,000's of humans & human-animal mixture remains in cold storage. Here too are embryos of humanoids in various stages of development. Also, many human children's' remains in storage vats.
Below Level 7 - Unknown other levels unexplored by humans. Exits into a vast underground cavern series, unexplored by humans, but suspected to be a huge alien area.

Wow.

Game and Story Use
a.. Dulce base works best in a game set in 1950 or later. However, due to the base's location some Western or other historical settings may be able to take advantage of the area's rumors of strange lights and earthquakes.
b.. Information or technology taken from Dulce make a good MacGuffin for conspiracy or post-apocalyptic campaigns. The Dulce papers themselves, though they may be fakes, might also be important in debunking a conspiracy.
c.. The idea of a government collaborating with a strange foreign species is a useful in many contexts. In a fantasy or historical setting, the newcomers may be demons or mythological entities as well as aliens.
d.. The aliens may seem hostile, but prove to be allies to humanity in the face of an invasion by a shared enemy. Alien contact may also be the prelude to mankind reaching the stars.
e.. Sci-fi games may take the existence of aliens as a given, in which case a Dulce analog could become a home base for workers involved in xenobiological research.
f.. May be connected by enormous underground tunnels to Area 51 and other Military Holdings
