My first reaction, though, is probably a reflection in the glass of the copula from something within the ISS.

The key will be Scott Kelley's comments on the photo he took... being a trained observer, if he didn't notice anything unusual at the time the photo was taken (I am making a few assumptions here), then it is likely a reflection. That is where the answer will be.

I didnt think of that being a reflection. I had seen this last night on YouTube. Looked interesting.
Also note, sometimes cameras can see things that the human eye cannot. Maybe he never saw what he photographed and went ahead and uploaded the photo without checking it over. Just a thought.
