    Hiya, BigPappy, thanks for the info on the Nevada Test Site, which has always been of interest to me. We went up there five or six times in 1991-93 exploring all around the government owned property from Las Vegas to Rachel, around to Mercury and back. We tried to confirm maps and took every side road up to the fences that we could. We met Glenn Campbell before his library got raided and stayed at the Little Ale'Inn a couple of times. We also had a few long distance encounters with the "Cammo Dudes" in the white Jeep Cherokees who would track us when we drove along utility roads by the fences or when we drove up near a gate. We still have boxes of photos we took back in that pre-digital era!

    I really appreciate anyone, like yourself, who has real information about the facilities and the geography out there as I am absolutely sure that there is very much that has never been seen or told.

    To all the interested true blue ufologist, I want say it is great to have someone that was on the inside the wire, to actually come for-
    ward!! As a security policeman assigned to the 91st MSS at Minot AFB, ND. During 1975 a ufo was reported over a number of northern
    tier bases in the span of a week. We received an alarm on a silo. While enroute to check out the alarm, I observed a green light going
    back and forth on the horizon in the area of where the silo was located. My thought was a crop duster going over a field, but it was 8:00
    at night - okay let me be official - 20:00pm... The wreid thing, I had just received on base housing in the past two months, my wife and
    daughter had just arrived from the Phillippines and a month later we received pcs orders for Okinawa, I had just arrived on Minot in Nov
    1974 and my sighting was in September 1975, by October I was enroute to Lackland AFB for Air Base Ground Defense training...

    In the 70s I worked at a MASSIVE underground facility in Area 51 called DARC. For a short period I thought it was S-4 at Papoose dry lake. S4 has been proven to be a Radar Site at Tonopah Airbase. Papoose Dry lake hass NO facilities.
    So here is what Bigpappy51 (Danny) and I found. I'm positive this is the new name and organization for the old MJ-12. Edgar Fouche

    The MJ-12 Committee controlled all information, recovery, access, research and development of ‘Foreign Artifacts’ which included UFOs and Aliens. Also known as ‘Foreign Technology.’

    What would an MJ-12 organization be like?

    1. It would need money, lots of money.
    2. Access to government and military procurement (acquisition).
    3. Access to government and military facilities and equipment.
    4. Access to government and military personnel.
    5. Influential members drawn from the DoD and government agencies, with contacts in the highest levels of the government.
    MJ-12 had 12 members and I’m pretty sure associate members. These influential members would include University scientists and doctors
    who work under Federal Research grants, which the majority do.
    6. A worldwide network composed of agreements with foreign governments, military equipment, personnel, and access.
    7. You would not need political leaders. You would need ‘insiders’ composed of high level of military officers and GS-14s and above.
    You would need personnel from all fields of science and even law, procurement, and security
    8. You can call Top Secret operations and R&D something else. Now they cover the term with ‘Trade Secrets’ and transmit classified information on SECRET Internet Protocol Router Network (SIPRNET).

    Now the Top Secret facility/organization called DARC (Defense Advanced Research Center) is allegedly in Area 51.

    So we’ve identified a Department of the US Government which has the deep pockets to acquire (acquisition), maintain, and provide logistical support for Black TS Programs and an organization like the MJ-12, which is no longer called that.

    Let’s pick a US Government agency that has control and authority of the massive money needed to fund such an organization as the MJ-12. And an agency that has the authority to authorize any and all DoD acquisition, research, development, fielding operational Top Secret weapons systems, and almost unlimited human resources. The DARC agency can write its own laws, ignore the constitution, and has anonymity, yet this agency is in full public view.

    Let’s call it DARC: Defense Acquisition Regulation Council

    Part of their charter is the statement: “The DARC shall consider all matters determined by the Council Director to be within the scope of the Council's responsibilities.” In other words if the ‘Council Director’ says DARC can do whatever they want, then it’s in scope and then they can do it.

    1. The FAR (Federal Acquisition Regulation) are issued and maintained jointly by the Department of Defense (DOD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA), known as the regulatory agencies.
    2. The Federal Acquisition Regulatory Council (FARC) is composed of the regulatory agencies and OFPP to direct and coordinate government wide procurement policy and procurement regulatory activities.
    3. The regulations are developed by two sub-councils the Civilian Agency Acquisition Council (CAAC), chaired by GSA and composed of representatives of 12 other civilian agencies, and the "Defense Acquisition Regulation Council (DARC)," chaired by DOD and composed of DOD and NASA representatives.

    The DARC is one of two councils authorized to generate changes to the Federal Acquisition
    Regulations (FAR). DARC members are from the Office of the Under Secretary of Defense
    tor Acquisition, the DoD Components, and NASA. The Office of the Under (Budget) Secretary of Defense controls the money for the DoD and DARC.

    Why NASA? NASA is the public disinformation wing of the secret council or agency that protects all ‘Foreign Artifacts,’ which are anything related to off-world UFOs and Aliens. Why did we mothball the SR-71, because it was replaced by newer TS A/C. Why are we retiring the Space Shuttles, because it also has been replaced by newer TS A/C and platforms that are ‘one state’ to orbit vehicles.

    Now look at the wording of the MJ-12 document signed by proxy by President Reagan.
    Now I acknowledge this document is disputed, but whoever wrote it had intimate knowledge of how the government works and how classified charters were written.

    (a) Defense Acquisition Regulatory System. The Defense Acquisition

    Regulatory System (DARS) is a system of policies and regulations to

    guide managers in the conduct of DoD acquisition activities and also to

    provide the detailed functional regulations required to govern DoD

    contractual actions in accordance with applicable laws and the need for

    efficiency. The DARS focuses on the business management needs at the

    operating levels and on the Government's actions at the interface with

    the marketplace in the acquisition of services and materiel. Attention

    shall be given to the unique business demands in the area of major

    system acquisitions consistent with policies set forth in 32 CFR part

    213, DoD Directive 5000.2 \1\ and OMB Circular A-109.

    System. Where feasible, the DARS will achieve uniform policies with the

    (2) The Deputy Under Secretary of Defense for Research and

    Engineering (Acquisition Policy), OUSD/R&E, is responsible for the DARS

    and for the development and implementation of the necessary policy and

    procedures of the regulatory system.

    (b) DARS Regulations. DARS policy and procedures shall be published

    in the Defense Acquisition Regulation (DAR) and in DoD Directives,

    Instructions, Circulars and Manuals as appropriate to the action. The

    DAR replaces the Armed Services Procurement Regulation (ASPR), and all

    laws, policy and procedures applicable to the ASPR apply equally to the

    DAR except as those policies and procedures not directed by law are changed by the

    provisions of this part. Effective with the issue of this part, the ASPR

    is redesignated as the DAR and all policies and procedures continue in

    force.

    (c) Defense Acquisition Regulatory Council. The Defense Acquisition

    Regulatory Council (DARC) is established to support the Council Director

    in the management of the DARS and in the development and implementation

    of required policy and procedures. The DARC includes all functions

    formerly performed by the Armed Services Procurement Regulation

    Committee.

    (1) Council membership. The DARC membership shall include a Policy

    and a Legal representative from each of the Military Departments and

    from the Defense Logistics Agency (DLA). Each Military Department Policy

    member shall be appointed by the Assistant Secretary having

    responsibility for the acquisition function in the Department.

    The DARC includes all functions

    DLA members shall be appointed by the Director, DLA. Each appointment to

    the Council shall be made for a minimum term of 2 years and a maximum of

    4 years as a principal full-time assignment approved by the Deputy Under

    Secretary of Defense (Acquisition Policy). Members appointed to the DARC

    shall have extensive acquisition experience in order to deal with the

    matters to come before the Council. Policy members shall be authorized

    to develop and state the final positions of their respective

    organizations on all matters before the Council. Each member shall have

    a TOP SECRET security clearance.

    (2) Council Director. The Director (Contracts and System

    Acquisition), OUSD/R&E, shall appoint the Council Director. Such

    appointment shall be subject to the approval of the Deputy Under

    Secretary of Defense (Acquisition Policy).

    (3) Council Executive Secretary. The Executive Secretary, DARC,

    shall be appointed by and serve under the direction of the Council

    Director.

    (d) Operation of the DARC. The Council shall operate under the

    direction of the Council Director to develop and implement acquisition

    policy and procedures.

    (1) Council activities shall be conducted according to rules and

    procedures established by the Council Director within the policy

    guidance issued by the Director (Contracts and Systems Acquisition),

    OUSD/R&E.

    (2) The DARC shall consider all matters determined by the Council

    Director to be within the scope of the Council's responsibilities.

    (3) Substantive changes to DARS policy and procedures may be

    proposed by submitting appropriate recommendations to include specific

    regulatory language to the Director (Contracts and System Acquisition),

    through the following officials. Proposed routine administrative changes

    may be submitted directly to the Council Director.

    (i) DOD organizations. The Military Departments, the Defense

    Agencies and the Office of the Joint Chiefs of Staff shall submit

    recommendations through a designated senior official responsible for

    acquisition policy matters, OSD staffs shall submit recommendations

    through the staff principals.

    (ii) Federal agencies. Other Federal agencies, required by OFPP to

    conduct acquisition functions in accordance with DARS policy, shall

    submit proposed changes through a senior agency official designated by

    the agency head to represent the agency on all matters involving the

    DARS. The designated official shall be authorized to communicate

    directly with the DARC and to give final coordination for the agency.

    (iii) Private sector. Private sector entities with an interest in

    DARS policy will submit proposed changes directly. Industry associations

    will designate an individual to the Council Director and establish

    procedures for the individual to represent the association in commenting

    on DARS policy actions prior to final action by the Council. The

    procedures will provide for the completion of industry actions with the

    Council on a schedule not to exceed 60 days.

    (4) The Council Director is authorized to establish working groups

    to support the Council in dealing with issues in specialized areas. The

    Council Director will request the participation of representatives with the required

    expertise from OSD staff elements, Military Departments and Defense

    Agencies. Working groups will be assigned specific tasks by the Council

    Director to be completed on a schedule established with the task

    assignment.

    (5) The Council Director is authorized to designate a Military

    Department of DLA to be the lead agency in developing a specific policy

    or procedure for the DARS. The Council Director shall make the

    assignment through the Policy member of the designated lead agency. The

    lead agency shall develop the proposed language for the DARS, complete

    the coordination requested by the Council Director, document

    nonconcurrences together with the position of the lead agency, and

    submit the completed action to the Council Director through the lead

    agency's Policy member. The procedure for accomplishing the task shall

    be determined by the lead agency. DOD activities shall provide support

    as requested by the lead agency.

    (6) The Council Director shall establish schedules for the

    completion of each case before the Council based on the needs and

    urgency of the individual cases. Schedules shall require completion of

    the Council's action in a period not to exceed 120 days independent of

    industry coordination, except in specific cases where the Council

    Director determines an extended schedule is required. In such cases, the

    schedule will be approved by the Deputy Under Secretary of Defense

    (Acquisition Policy) or his designated representative.

    (7) On matters of major policy or issues where a consensus of the

    Policy members has not been achieved after a reasonable period of

    debate, the Council Director shall present the Departmental and Agency

    positions to the Deputy Under Secretary (Acquisition Policy), or his

    designated representative for resolution after consultation with the

    appropriate senior officials of the Military Departments and DLA. The

    decision of the Deputy Under Secretary of Defense (Acquisition Policy),

    or his designated representative shall be implemented without further

    coordination.

    (8) The Council Director shall require summary minutes of Council

    meetings to be maintained as a permanent record by the Executive

    Secretary. Minutes will clearly document the positions of the

    participating organizations on matters before the Council. The positions

    stated by other organizations shall be documented when in disagreement

    with the final decision.

    (9) The Council Director shall report periodically to the Deputy

    Under Secretary of Defense (Acquisition Policy) on specific activities

    of the Council.

    (e) Supplementing Instructions. Additional policies and procedures

    essential to the operation of the DARS shall be issued by the Under

    Secretary of Defense for Research and Engineering.

    Let’s pick a US Government agency that has control and authority of the massive money needed to fund such an organization as the MJ-12. And an agency that has the authority to authorize any and all DoD acquisition, research, development, fielding operational Top Secret weapons systems, and almost unlimited human resources. The DARC agency can write its own laws, ignore the constitution, and has anonymity, yet this agency is in full public view.

    Let’s call it DARC: Defense Acquisition Regulation Council

    Part of their charter is the statement: “The DARC shall consider all matters determined by the Council Director to be within the scope of the Council's responsibilities.” In other words if the ‘Council Director’ says DARC can do whatever they want, then it’s in scope and then they can do it.

    1.The FAR (Federal Acquisition Regulation) are issued and maintained jointly by the Department of Defense (DOD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA), known as the regulatory agencies.

    I can't imagine why you asked me that question. I know Stephen Greer, Steven Basset, and some of their friends. I personally know little of abductions and have no hard opinions. However, that said, it would be hard o believe all abductions of this manner would involve only the government/military. Ed Fouche

    I thought you were agreeing with Dr. Greer in the above points you posted. That's why I asked the question. Dr. Greer believes the government abducts humans but makes them think the abductors are aliens. In the above post, Dr. Greer wants the funding cut off. I was wondering if you were confirming that money was going into that project.

    I have great respect for Stephen, however I know almost nothing about aliens or ET abductions. My opinions aren't worth much on that situation.
    My respect is also towards Steven Basset for both of their remarkable 'Disclosure Project.'

    Stephen Greer and his friend Peter Gerstein and their opinions on Aliens is too New Age for my taste.
    There are those of us who think Dr. Greer was pressured to get out of the Disclosure business/movement.
