Provided it is not from a film, and based on the suite worn and skull/head-covering under the bubble - I would say an early 1960s photo. Cosmonaut?
The photo is being argued over via email. It is purported to be a famous contactee and an alien guide. Others say it is from an old Russian film but don't support that assertion with any sort of facts. I hoped one or more of our imaging people might help. You certainly have the correct era, I believe.
Hi Doc
You can do this really clever thing on google now and search for images with the image.

So the challenge becomes, given that the other pictures of Billy's 'travels' are fake: where did he get this one from originally?
It vaguely reminds me of some Jules Vernes movie I watchted as a kid?

I spent about 40mins looking through old 1950's sci-fi movies there is a list on wikipedia. Got so far and thought life is too short I never bought his story.
The suit is quite distinct because of the massive transparent visor and the ripples in the sleeving must be from one film or another, maybe a book about the future?
Garuda, Longeyes: Although the Google identification is helpful, I was hoping more for an alternative view like Garuda's. I think somebody out there knows the film or TV series this pic came from. (I got tired of looking, too. The last thing like this I did took three years off and on.)
Maybe it's just my imagination but the 'guy' on the left looks like a seahorse, and if you look at the guy on the right, he seems to have 'fins' either behind his ears or where his ears should be.
I vaguely remember seeing that before...
