Most of the still photos have been looked at before... they are helicopters being photographed using a long exposure time. You can see the blinking lights (as dots along the object) and a spot light that makes the helicopter appear to be a long object.
The video shows a blimp (not well controlled, or may have gotten loose) which is the object that appears to change shape.
