If I remember correctly from back in the Open Minds Forum days, where Kit was a member, we must make a distinction between what Kit the scientist says and what he personally believes. Kit the scientist publishes academic papers in which he says there is no conclusive evidence of a non-human intelligence. But he is personally open to the possibility, even probability, that a non-human intelligence is involved.

So, they recommend the bill be turned into an Act, thereby authorizing the details contained in the bill (after debate) to be then law, and actionable.
The Select Committee on Intelligence of which Senator Rubio is Acting Chairmen also includes Senator Kamala Harris. According to Melinda Leslie, who frequently talks to Chris Melon, all members of the Committee on Intelligence sat through the Navy witnesses that TTSA provided, that's 15 senators and 15% of the US Senate.
