The CGI style looks very familiar.
My bet would be on one of these:
- Eric Giavedoni
- Stephen Hannard, or
- the Kaschuba brothers.

Well I thought it might be a person able to walk on his "all fours" while facing belly-up. Add some specialized props on his limbs, and there you have it.
Of course I could be badly mistaken!
Otherwise I have no clue!!

A real trick to spotting CGI in this case is to observe the shadows, there should be multiple light sources (street light ahead of the current one, and behind, and in the case of lights on either side of the street, at least 6. Car lights will produce many elongated shadows.)
As a result, the shadow should appear be cast from multiple directions. In the last segment of the video, there is only one distinct source, and this is abnormal. With many street lights, the shadow will also have fuzz towards the edges if it is using a diffuse focus or patterned surface protective cover. Note: Only an observation.
