    US Whistlerblower Act - An ammendment National Defense Authorization Act 2023

    There been some pretty good discussion about this online but think this is definately worth a thread.
    This is still a proposal but with wide bi-partisan support should be written into law when the new defense bill is signed off.

    Some members of US Congress and Senators are very angry about the lack of response and stonewalling they've recieved from the Pentagon regarding UAPs. First the UAP report the Navy's UAP Task Force provided and then the Congressional hearings in which the head of the UAP Task Force and head of the Navy testified were a joke.

    So an ammendment to the Fiscal Year 2023 National Defense Authorization Act has been proposed and it is aimed very specifically at protecting whistleblowers who have signed comprehesive NDAs.

    Whistleblowers will be protected:

    AUTHORIZATION FOR REPORTING .—Notwithstanding the terms of any written or oral nondisclosure agreement, order, or other instrumentality or means, that could be interpreted as a legal constraint on reporting by a witness of an unidentified aerial phenomena, reporting in accordance with the system established under subsection (b) is hereby authorized and shall be deemed to comply with any regulation or order issued under the authority of Executive Order 13526

    Subsection (b)

    (b) SYSTEM FOR REPORTING .—
    (1) ESTABLISHMENT .—The head of the Office, on behalf of the Secretary of Defense and the Director of National Intelligence, shall establish a secure system for receiving reports of—
    (A) any event relating to unidentified aerial phenomena; and
    (B) any Government or Government contractor activity or program related to unidentified aerial phenomena.


    It then asks for a list to be provided of every NDA relating to UAPs from Secretary of Defense, the Director of National Intelligence, Homeland Security and anyone else who may have related NDAs.

    And the very succinctly spells out again protection for whistleblowers or anyone reporting to the new office.


    (d) PROTECTION FROM LIABILITY AND PRIVATE RIGHT OF ACTION .—

    (1) PROTECTION FROM LIABILITY .—It shall not be a violation of section 798 of title 18, United States Code, or any other provision of law, and no cause of action shall lie or be maintained in any court or other tribunal against any person, for reporting any information through, and in compliance with, the system established pursuant to subsection (b)(1).
    (2) PROHIBITION ON REPRISALS .—An employeeof a Federal agency and an employee of a contractor for the Federal Government who has authority to take, direct others to take, recommend, or approve any personnel action, shall not, with respect to such authority, take or fail to take, or threaten to take or fail to take, a personnel action, including the relocation or suspension of security clearances, with respect to any individual as a reprisal for any reporting as described in paragraph (1).

    Very good interview in which the Whistleblower Act was discussed.
    Dr Nolan points out it references everything going to 1947. The infamous date when the US Air Force was created the CIA and of course Roswell.





    And lastly the two greats Ross Coulthart and Bryce Zabel, discuss the Whistleblower Act on thier YouTube channel 'Need to Know'




    Ross is working on a new doc for CH Seven in Austrialia and made a recent visit to Washington DC interviewing among others Dr Gary Nolan.
    He is very positive that things are moving in the right direction.

    Not much new in this interview with Jay but Ross does state ~@36mins some of these hearings might happen this year certainly early next year 2023. He has spoken to some of the people about to come forward and the congressmen and women who are actively reaching out to people. The hearing will no doubt be in private to start with but then it should leak out.
    Absolutely startling news 2023 if no one puts a massive spanner in the works.

    Starting in 2023 UFOs/UAP will be called Unidentified Aerospace-Undersea Phenomena.

    The US Department of Defense is now mandated to:

    1) Provide a report starting from January 1, 1947 to present day a list of Intelligence community involvement in studying UAUP.

    2) Provide a report on efforts to track UAUP since 1947.

    3) Provide a list of any intelligence community efforts to obfuscate, manipulate public opinion, hide or other wise provide unclassified or classified misinformation on UAUP or related activities.

    4) Report on Transmedium devices operating in space, atmosphere and water domain.

    5) Developing procedures to synchronize and standardize the collection, reporting, and analysis of incidents, including adverse physiological effects, regarding unidentified aerospace-undersea phenomena

    6) Coordinate with FAA, FBI, NASA, DHS, NOAA, NSF, and DOE for data sharing.

    7) Coordinate with allies and partner for data sharing.
    Whistleblower protection for individuals working in DOD efforts for UAUP.

    8) Create a Response and On Field Investigation of Unidentified Aerospace-Undersea Phenomena.

    Page 88 and 116 are ******* incredible. the definition of Transmedium devices is a major statement. The US Department of Defense is also mandated to provide an report of every attempt to misinform the public or manipulate public opinion.

    Discussing UFOs With Congressman Tim Burchett

    Great discussion covers a lot of what kind of "swamp" our government really has been (and still is) in covering up the truth.

    Brilliant, i love his honesty about government, and genuine interest to get to the truth. A bit of hope. If you're a whistleblower out there, come forward.

    I'd highly recommend listening to this recent interview with Dr Bob McGwier.
    He goes as far as calling the defense bill the 'Let's tell the truth about Roswell Bill'
    He also linked the 'The Family' with the Collins Elite.
    He said that behind closed doors the Family were connected with many big military industrial companies like Betchel. He couldn't help notice it.
    Seems a bit of a stretch but he's someone who would have better idea than most and there must have been some power structure behind the secrecy.
    The Family were closely aligned with Pres Eisenhower but so far I don't know any links with big money in defense industry but that's exactly the kind of people Doug Coe tried to reach out to.

    'The Family' is now a documentary mini series on Netflix. Working my way through it but had never heard of them.
    Bob says it was very interesting that disclosure only happened when two of the big names in the Family died. Doug Coe died in Feb 2017. He says the secrecy started to fall apart afterwards.

    Latest version of the bill is here, Doug has a link to the relevant ~30 pages of this 4000 page monster on his blog.

    The PDF document embedded below contains all of the UAP-related provisions found in the version of the Fiscal Year 2023 National Defense Authorization Act (NDAA) that was filed by congressional negotiators late on Tuesday, December 6, 2022 (H.R. 7776, House Rules Committee Print 117-70). This version of the bill is likely to be taken up and passed by the U.S. House of Representatives on Wednesday, December 7, 2022. The U.S. Senate will then take it up within a matter of days. I believe that final congressional approval and enactment are likely before the end of the year. The bill is not likely to be amended at all, and certainly not with respect to the provisions discussed here…

    Feedback from Robert Salas on Twitter and Facebook:

    Section 1683 emphasizes that only “authorized” disclosure can be given by witnesses. The mechanisms for establishing that do not yet exist. TBD by DOD/IC. Overall, the restrictions in bill will more likely have a chilling effect on potential witnesses.

    Apparently it’s been passed, no idea how much it has been watered down or if it’s been tightened up.
    Let us hope it has some effect for the good
