The Cryptoterrestrial Hypothesis - Mike Masters
Mike Masters has co-written a paper with Havard University scholar Tim Lomas on The Cryptoterrestrial Hypothesis.
The theory seems to be getting more and more airtime and could explain many of the seeming contradictions that UAPs depict.

Abstract
Recent years have seen increasing public attention and indeed concern regarding Unidentified Anomalous Phenomena (UAP). Hypotheses for such phenomena tend to fall into two classes: a conventional terrestrial explanation (e.g., human-made technology), or an extraterrestrial explanation (i.e., advanced civilizations from elsewhere in the cosmos). However, there is also a third minority class of hypothesis: an unconventional terrestrial explanation, outside the prevailing consensus view of the universe. This is the ultraterrestrial hypothesis, which includes as a subset the "cryptoterrestrial" hypothesis, namely the notion that UAP may reflect activities of intelligent beings concealed in stealth here on Earth (e.g., underground), and/or its near environs (e.g., the moon), and/or even "walking among us" (e.g., passing as humans). Although this idea is likely to be regarded sceptically by most scientists, such is the nature of some UAP that we argue this possibility should not be summarily dismissed, and instead deserves genuine consideration in a spirit of epistemic humility and openness.
Klaus and Garrett have done an amazing podcast following the release of this paper. Love these two dudes - they always have a very balanced take on whatever is going on.
They cover a wide range of possible theories of who or what the crypto-terrestials could be.
If humanity has been around for 2 millions yrs in some kind of hominid form, that gives plenty of time for an offshoot to develop with our kind of technology, which at best is only 20,000 yrs old more likely 5000-6000 yrs old.

My latest thinking is this, if you are an intelligent species and you want your civilisation to survive longer than 20,000 yrs - staying on the surface of a planet is probably suicide - it's just too dangerous, ice ages, meteor strikes, Carrington Events, radiation from super novas. We carry on blissfully unaware but there's a massive number of random events could and have wiped out most of the life on the planet and irregular intervals.
We're rolling the dice before some cosmoslogical effect pushes us back to the Stone Age, that's ignoring the fact we might do something equivalent ourselves.
It makes a massive amount of sense to go underground or under the ocean where you are protected from random catastophic events that impact the surface of the planet.
